His closest companion is Cinnamon, an apprentice ice or hail fairy; their shared zeal for playful chaos fuels frequent troublemaking, resulting in reprimands from adult fairies or affected humans.

Physically, Basil has light skin, blue eyes, and spiky blonde hair with rounded ends. Small, round, transparent wings in a blue-turquoise hue adorn his back. His attire includes a pointed hat, a black and light yellow tank top featuring a black lightning bolt emblem, black and yellow-striped shorts, thong sandals, a black neck bandana, wrist ringlets, and a golden cuff on his left ear. He occasionally wears a light yellow fanny pack, though its practicality for storing his drum is undefined.

Arriving in the human world alongside Cinnamon after apprentice fairies Sugar, Salt, and Pepper are established, Basil amplifies comedic disruptions. His interactions with Saga Bergman—the human protagonist who perceives fairies—drive much of this chaos. Alongside Cinnamon, Basil’s curiosity spurs plot developments, such as confronting Sugar about her magic flower’s growth without her discovering a "Twinkle," the undefined element essential for apprentices to become full season fairies. In the OVA Summer Special, set four years post-series, Basil joins a fairy-initiated play inspired by a human school production remembered by Saga. His participation aligns with his trait of engaging in communal, playful fairy activities.
