Description

This dual responsibility amplifies when he assumes the Galactic Council presidency during the Boskonian War, consolidating political and military leadership unchallenged by Civilization's hierarchy.

Operating from Prime Base on Earth (Tellus), the Patrol's colossal headquarters, Haynes coordinates large-scale strategies like mobilizing the Grand Fleet to invade the second galaxy against Boskone. He oversees the Patrol's vast resources: millions of capital ships and advanced weaponry including planet-destroying "negaspheres" and stellar-energy "sunbeams."

Haynes shares a close professional and personal bond with Surgeon-Marshal Lacy, head of Patrol medical operations. Together, they actively foster Lensman Kimball Kinnison's romance with nurse Clarissa MacDougall, manipulating assignments for frequent encounters and monitoring interactions via spy-ray surveillance.
