Description
Chloe Mansfield serves as an American envoy from UW World Headquarters and bureau director of the UW Department of Peacekeeping Operations. She arrives in Japan posing as an exchange student to investigate targets like Reito Mizuhara and government ministers. Physically, she possesses long blonde hair, light blue eyes, fair skin, and a slim build, marked by a distinctive winged blue heart emblem tattooed on her left breast. Initially favoring traditional Japanese attire such as a bluish-purple yukata, she later adopts tactical gear including a red camouflaged hat, purple jacket, and short camouflaged shorts.

She orchestrates events to advance Maria's Womb's goal of eradicating men, halting mating projects and framing UW for global terrorism. During this phase, she frequently conducts strategic communications nude, symbolizing her ideological alignment.

A crucial turning point occurs after she becomes a prisoner of war. Karen Kamiya restores her memories, revealing brainwashing by Maria's Womb's three sages who manipulated her into causing her lover's death. Consumed by vengeance, Chloe assassinates the sages using a smuggled gun. Following this act, she expresses remorse for her past actions and allies with Karen to eliminate Maria's Womb members.

Her relationships are transactional and conflict-driven. She manipulates Reito through threats and false affection, viewing him as a pawn until he contradicts her ideals.
