Richter, Prince of the Baam Empire and rightful heir to its throne, is the son of King Leon and brother of Princess Erika. When the Baam homeworld was rendered uninhabitable, Leon negotiated Earth's aid for Baam resettlement. During these talks, Leon was poisoned by Georiya, an agent of Olban (Leon's advisor), who framed Earth delegates for the assassination. Witnessing his father's death, Richter tried to shoot the human delegates in retaliation; during the struggle, he accidentally killed Dr. Isamu Ryuzaki, father to Kazuya Ryuzaki. This event solidified Richter's hatred for Earthlings and belief in their treachery.

With the rightful heir being a minor, Olban usurped control of the Baam survivors and appointed Richter Admiral of the Earth invasion forces. Tasked with avenging Leon and securing Earth as a new Baam home, Richter directed relentless military campaigns against Earth, deploying Mecha Warriors and commanding generals like Raiza and Balbas. His leadership showed unyielding aggression towards Earth and harsh punishment for Baam sympathizers, including executing those accused of collaborating with humans.

Richter shared a complex bond with Erika, whom he rescued as children during a palace fire that killed their mother. He disapproved of her role as a battlefield medic and was enraged to discover her romantic involvement with Kazuya. He physically assaulted Erika for her perceived betrayal, deeming her a traitor to the Baam cause and ordering her execution. This led to a staged funeral presenting Erika as dead, culminating in a duel between Richter and Kazuya. Erika intervened, pleading for Kazuya to spare her brother.

Richter's motivations shifted upon uncovering Olban's manipulation: Georiya poisoned Leon under Olban's command to incite war. Realizing he had been a pawn, Richter sought to overthrow Olban and reclaim the Baam throne. He allied with rebels, including Erika and Kazuya, to expose Olban's corruption. During the ensuing conflict, Olban activated a fail-safe, sending the Baam Asteroid City hurtling toward Jupiter. Richter sustained mortal gunshot wounds from Baam genocide squads while preventing the catastrophe. In his final moments, he redirected the asteroid away from Jupiter and entrusted Erika's safety to Kazuya before succumbing.

Physically, Richter is tall and muscular with cascading waist-length orange curly hair and brown eyes, possessing large feathered wings enabling flight. He wields a spear and shield in combat, reflecting his warrior ethos. His personality blends nobility with volatility; driven by honor and duty to his people, his actions were often blinded by vengeance and pride before learning of Olban's betrayal.
