He engages in field missions with Baradagi and faceless minions, notably an early operation to forcibly recruit the cyborg Santin that caused extensive property damage.

A physically imposing hulking brute, Tsurusaki ranks among the organization's top operatives. Beyond combat duties, he maintains a cover as the bookkeeper for the Kisoya Lumber Yard—the group's covert headquarters. In this dual capacity, he identifies and captures Prefectural Earth Defense Force members attempting to infiltrate the lumber yard.

During confrontations, Tsurusaki exhibits formidable strength and executes orders to eliminate captives. His methods include commanding minions to imprison enemies in concrete or drown them in canals. He further aids in capturing Defense Force members and attempting to boil them for use as soup stock.
