Chilthonia Bunzaemon Kisoya Jr. (also identified as Kisoya Chilthonian Bunzaemon Jr.) commands the evil secret society known as the Telephone Pole Gang (alternatively the Telephone Pole Team or Phone Pole Team) as the primary antagonist. A scion of a lumber dynasty, he owns a lumber yard. His personality is serious, egotistical, and marked by a distinct obsession with milk.

His staff includes Colonel Baradagi (civilian identity Ryūko Harataki, an infiltrator at Imazuru High School) and inventor Scope Tsurusaki. His plans deploy faceless minions, manipulate cyborgs like Karmi Santin and Yuko Inoue, and employ unconventional tactics including psychic assaults involving vegetables. He interacts directly with local officials, such as hosting the Prefectural Governor’s secretary, while pursuing his villainous objectives.

His role remains consistently focused on comedic antagonism through exaggerated world domination schemes and organizational leadership across all official media, without substantive personal development or expanded backstory.
