Miyuki Ōyama is secretary to the mayor in the local prefectural government office. Her administrative duties include compiling lists of lewd comic fanzines during late-night work sessions with the mayor. When the Telephone Pole Gang threatens to take over the prefecture as part of their world domination scheme, she assists the mayor in convening an emergency session of the County Council. Kidnapped during the conflict, she is held captive at the gang's disguised headquarters, the Kisoya Lumber Yard. There, she interviews the gang leader, Chilthonian, about his world domination plans. Following her rescue or escape, she returns to the mayor's office and provides a report detailing the Telephone Pole Gang's plans. Her return and report contribute to the mayor's subsequent assessment of the Prefectural Earth Defense Force's effectiveness.
