Description
Alex Leiger is the military governor and police commander of the Earth Federal Government, stationed at the lunar colony of Monopolis. His duty is to suppress a growing rebel movement among the colonists, a task he executes with authoritarian measures and military force. Leiger operates from a pragmatic and cynical worldview, believing the harsh subjugation of the colonists is a necessary price for the continued resource extraction that benefits Earth.
His tactical doctrine is direct and aggressive, deploying cyborg attack dogs against insurgents and personally leading operations to crush dissent. In a major strategic escalation, he moves to destroy the mysterious alien structure known as Dallos, venerated by the colonists, intending to break their spirit and eliminate a potent symbol of their resistance.
A key relationship is with his fiancée, Melinda Hearst, the daughter of a high-ranking Earth official. Her presence on the moon and subsequent kidnapping by the rebel leader Dog McCoy acts as a catalyst, intensifying the conflict and hardening Leiger's resolve to eradicate the rebellion completely.
His brutal methods create friction with other officials, such as Vice-Consul Caterina, who argues his actions are counterproductive and only fuel the rebellion. Leiger dismisses these criticisms and uses his authority to persist with his stringent policies. He similarly dismisses the colonists' reverence for Dallos, attributing it to a primitive religion and showing no interest in its origins beyond its being an obstacle to his control.
His actions directly target the protagonist, Shun Nonomura. After Shun is falsely arrested due to his family's connection to a former rebel, Leiger manipulates the situation to pressure him. He specifically targets Shun's girlfriend, Rachel, to extract information on the rebel leader's whereabouts following an attack.
The character does not change across the narrative, remaining a steadfast enforcer of Earth's authority. His strategies ultimately help precipitate a full-scale civil war on the moon. The story concludes without resolution to the conflict, leaving his ultimate fate unknown.
