Description
Kazundo Gouda acts as the primary antagonist in *Ghost in the Shell: Stand Alone Complex 2nd GIG*. As head representative aide of the Strategic Influence Investigatory Committee within Japan's Cabinet Intelligence Service, he wields significant influence over data manipulation and covert operations. Severely disfigured facial features from a mission-related accident, necessitating cybernetic replacements, define his appearance; he deliberately chose not to repair the damage despite available technology. Gouda typically presents a composed, professional demeanor, dressed in a black suit and leather gloves, sometimes adding a fedora and trench coat. His mismatched eyes—pale blue on the right, brown on the left—further distinguish him.

His personality blends superficial politeness with profound manipulativeness, amorality, and smugness. This virus specifically targets virgins, compelling them to commit terrorist acts—including assassinating refugee idol Densetsu and attempting to kill Prime Minister Yoko Kayabuki—before culminating in mutual suicide at Selecon Tower. Gouda orchestrates this to harness the "stand-alone complex" phenomenon, intending to produce a revolutionary "hero" from the surviving infected individuals. This role falls to Hideo Kuze, whom Gouda manipulates into rallying refugees for independence, unaware Kuze's actions stem from pre-existing convictions.

He facilitates Kuze’s efforts to secure plutonium as leverage, even orchestrating a Nagasaki citywide blackout to aid Kuze’s escape. However, Gouda ensures the plutonium acquisition fails, leaving refugees defenseless and provoking a Japanese military assault on Dejima. His broader goal is to escalate conflict into full-scale war, destabilize the government, and install an American Empire-friendly administration, collaborating with Chief Cabinet Secretary Takakura and implied American Empire operatives.

When Kuze, Motoko Kusanagi, and Section 9 thwart his plans, Gouda flees and secures asylum with the American Empire. During his arrest attempt by Section 9, he exploits a legal loophole allowing him to confess crimes and leave Japan. Section 9 counters using a prime ministerial order authorizing lethal force to prevent his defection, leading to his execution by Motoko Kusanagi.

Trivia notes include Gouda's preference for print media and his status as a virgin, a factor influencing his virus design.
