Movie
Description
Chief Otsuka holds the position of Tokyo Police Chief across various Tetsujin 28 adaptations. His duties involve safeguarding public safety and coordinating responses to threats posed by giant robots or wartime technologies. In the 2004 series, he becomes a surrogate parent to Shotaro Kaneda after the boy's father dies. Otsuka demonstrates deep concern for Shotaro's safety and well-being, supporting his activities with Tetsujin 28. This paternal relationship includes providing guidance as Shotaro grapples with controlling the robot and confronting moral dilemmas stemming from his father's legacy.

He exhibits a warm, enthusiastic personality in personal interactions, contrasting with his serious dedication to police duties. Otsuka maintains a long-standing friendship with Professor Shikishima, collaborating on matters related to the Tetsujin Project and its consequences. His disapproval of Kenji Murasame is clear in the 2004 series, though their dynamic shifts as events unfold.

In the film *Morning Moon of Midday*, Chief Otsuka joins the effort to locate and defuse Ruin Bombs planted across Tokyo, working alongside Shotaro and allies to prevent the city's destruction. His police force mobilizes against this threat, originally created by Professor Kaneda during the war. Within the film's context, where Shotaro encounters an older brother figure who can also control Tetsujin 28, Otsuka's role centers on supporting the younger Shotaro during this revelation and the bomb crisis.

Within the FX series, Chief Otsuka appears exclusively in flashbacks through Shotaro's memories. His legacy persists via his granddaughter, Shiori Nishina, who partners with Shotaro's son at a detective agency. This connection sustains his presence despite his absence in the current timeline.

Other adaptations present variations. The 1963 series features him as part of Shotaro's core team. The Gigantor English dub renames him Inspector Blooper and reduces his authority for comedic purposes. The 1980 series and *Godmars* depict him under the name Shigeru Otsuka, with the latter including a role as secretary for The Cosmo Crusher Squad. These iterations retain his fundamental traits of duty dedication and support for the protagonist across differing narrative contexts.
