Daijiro Ohara, known as "Buchō" (Division Head), is the Chief Patrol Officer overseeing the police box outside Kameari Park in Katsushika Ward. He directly supervises patrol officers like Kankichi Ryotsu, frequently disciplining him for laziness, absenteeism, and reckless money-making schemes. Despite his stern demeanor and tendency to erupt in anger over Ryotsu's antics—sometimes employing dramatic methods like arriving in military costumes or tanks for reprimands—he possesses an underlying paternal kindness. Having no son of his own, he treats Ryotsu, Keiichi Nakagawa, and Reiko Akimoto as surrogate children, occasionally showing warmth by covering for Ryotsu or offering leniency during personal hardships.
Physically, he sports a small, trimmed mustache and follows a conventional commuting routine via bus and train. His personal interests include traditional Japanese disciplines: judo, kendo, tea ceremony (sado), bonsai cultivation, and calligraphy.
He is married with one daughter, Hiromi. Over time, he visibly ages into a grandfather to Hiromi's two children. His granddaughter, depicted as a baby in early installments, reaches junior high school age by later stages, a progression acknowledged within the narrative.
Professionally, he reports to higher-ranking officials like Tsurukichi Kamemori (later renamed Gomez Tonda), Chief of Katsushika Police Headquarters. Ohara often negotiates compromises to mitigate fallout from Ryotsu's behavior, balancing his duty to uphold the police force's reputation with his protective instincts toward subordinates, positioning him as a beleaguered yet dedicated middle manager.
