Chikaru Minamoto is the student council president of St. Lulim's Girls' School on Astraea Hill. She leads multiple clubs, such as the Transformation Club for cosplay and the Secret Club dedicated to solving mysteries. She frequently creates new clubs based on her current interests, like the Waiting First in Line Club.

She possesses a free-spirited, playful personality and a natural leadership ability. Chikaru maintains a friendly, helpful attitude, readily assisting students from all three schools. During joint student council meetings with St. Miator and St. Spica, she often remains observant, letting representatives from the other schools debate while she assesses their dynamics to strategically position Lulim as a "dark horse" and leverage conflicts between Miator and Spica for Lulim's benefit. She shares a childhood friendship with Shion Toumori, Spica's president, whom she calls "Shion-chan".

Chikaru exhibits strong artistic talents, especially in costume design and acting. She secured the lead role of Carmen in Astraea Hill's theatrical production and designed its costumes. Her involvement extends to directing puppet shows used to comment on student relationships.

She frequently provides emotional support to others. Chikaru comforts Nagisa Aoi after a conflict by letting Nagisa rest on her lap and warming her hands. She advises Hikari Konohana on her relationship using snow-melting metaphors to encourage patience and trust. She shows playful affection towards younger students like Kagome Byakudan and Remon Natsume, calling them "sweet little sisters" and noting Kagome's sleeping face resembles a "little princess".

In the spin-off fanfiction "Love Amongst the Strawberries," her storyline diverges. She participates in announcing an experimental boys' school on Astraea Hill and later develops a romantic relationship with Adam Robertson.

Her name, Chikaru (千華留), combines the characters for "thousand" (千), "flower" (華), and "stay" (留), while Minamoto (源) means "source".
