Description
Pucchan functions as a hand puppet companion to Rino Rando. His true identity is the spirit of Tetsuya Rando, Rino's deceased older brother, inhabiting the puppet form through powers linked to Rino's mother. Rino remains unaware of this connection. Pucchan requires a hand inserted into his puppet body to gain sentience and speak; this activation can be performed by Rino, Nanaho Kinjo, or others.

Physically, Pucchan appears as a brown-haired male puppet. He possesses distinct abilities crucial to the Best Student Council. His primary combat power, "Burning," generates fire to attack adversaries. This ability initially justifies Rino's inclusion in the council despite her lack of other skills. Pucchan also exhibits multilingual proficiency, translating for non-Japanese speakers like Cyndi Manabe and her mother.

Pucchan's personality blends snark and protectiveness. He frequently uses sarcasm and deadpan remarks regardless of the situation or person addressed, often teasing Rino and other council members. This can escalate to actions like cursing those who separate him from Rino. Underlying this behavior is a deep care for Rino and her associates. Following his mother Chieri's death, he adopts a quasi-parental role for Rino, explicitly stating he acted as her father figure. His protective nature extends to broader actions, including assuming leadership of the Jinguuji conglomerate to free Kanade Jinguuji from its obligations.

Key events demonstrate his resilience. He survives a "Disney Death" where Nanaho throws him out a window and he is struck by lightning; Kanade later revives him using her powers. His relationships form vital story dynamics, particularly his bond with Rino and his vitriolic yet loyal friendship with another puppet, Lance Bean—a Contra Corps reference character.

Pucchan's character arc transitions from a mascot-like figure to a pivotal force within the council's operations and the overarching Jinguuji family conflicts. His journey underscores themes of familial bonds and posthumous guardianship, maintaining his foundational identity as Rino's protector and guide.
