Description
Ekô Hôshun'in served as Tokyo's appointed protector during the Edo period, chosen by the city's will, Yurine. Centuries of service fostered disillusionment with humanity's disregard for the balance between humans and yōkai spirits. This led him to abandon his duty and initiate a plan to dominate Tokyo, then the world.

His scheme centered on forcibly converting yōkai into cybernetically enhanced soldiers called mikura. These transformed beings required human blood to survive, ensuring loyalty while enabling them to infiltrate human society by masquerading as ordinary people. He sacrificed his loyal henchwoman Tsuchigumo to gain ultimate power, demonstrating his willingness to eliminate allies. Three years prior to the main events, he betrayed his role by murdering his successor Karas during a confrontation, severing the agent's arms before hacking him to death, announcing his intention to remake Tokyo.

As the architect of Tokyo's crisis, he manipulated events from the shadows. He maintained his transformation abilities without an active bond to Yurine by imprisoning her essence in a technological vessel, granting him independence. His armored form exhibited deliberate samurai aesthetics, contrasting with his successor Otoha's ninja-like appearance and symbolizing their adversarial roles rooted in historical Japanese cultural conflicts.

In his plan's final stages, he unleashed massive metal tentacles that ravaged Shinjuku, draining the lives of millions and leaving desiccated civilian remains. He absorbed Nue and Nue's brother to power his transformation into a colossal white dragon, intending to devour Otoha. Deprived of this power source when Nue and his brother were killed, he faced Otoha directly. Mortally wounded in the ensuing duel, his final words claimed Otoha would understand his motives after serving as Karas for 400 years. His defeat left his plans unfulfilled. A post-credits scene showed his boot discovered by an unknown figure, hinting at potential lingering influence.
