Monique Cadillac is a political officer dispatched from the Peenemünde Agency within Zeon's Supreme Commander Office to the 603rd Technical Evaluation Unit aboard the Jotunheim. Her rank of Special Operation Captain, equivalent to Lieutenant Colonel and two ranks above standard Zeon personnel, grants her authority to overrule the ship's captain on operational matters concerning prototype weapon evaluations.
Initially brash and high-spirited, she expresses early disdain for the Jotunheim, dubbing it a "pencil case." Her confidence shifts during the QCX-76A Jormungand battle cannon evaluation at the Battle of Loum, where she realizes the test merely provides cover for Zeon's mobile suit forces, leading to her deeper integration with the crew. She maintains a sharp tongue and low tolerance for incompetence, criticizing test pilot Demeziere Sonnen's self-degradation by stating a "rotten soldier is worse than a stray dog," and labeling Jean-Luc Duvall "a clown" for obscuring the EMS-10 Zudah's flawed evaluation.
