Seijiro Inui, known as the Chairman, heads the Institute for Psychiatric Research and uses a wheelchair due to paraplegia. He presents himself as a guardian of the dream world, protecting it from perceived threats posed by reality and technology, specifically opposing the dream-sharing DC Mini device. This stated opposition conceals his true agenda. He orchestrates the theft of the DC Mini prototypes to advance his own goals, triggering severe mental breakdowns in scientists that leave Kei Himuro an emotionless shell and drive Dr. Torataro Shima to a near-fatal suicide attempt. To implement his plans, Inui recruits researcher Morio Osanai, promising shared control over dream manipulation in exchange for using Osanai's physical body, bypassing his wheelchair confinement. Their partnership fractures when Osanai, developing feelings for Dr. Atsuko Chiba, tries to spare her during a confrontation. Inui disregards Osanai's pleas and demands Chiba's elimination, igniting a violent struggle for control over their shared body. Inui's ultimate objective is the rewriting of reality to fulfill his personal desires, a plan risking widespread chaos and death. This ambition starkly contradicts his earlier claims of protection, revealing his hypocrisy. He labels Paprika a "terrorist" for interfering while positioning himself as a figure of justice. As the stolen DC Minis destabilize the boundary between dreams and reality, Inui manifests as a colossal nightmare entity threatening to engulf the waking world with his delusions of omnipotence. Amidst the chaos, this dream form is consumed by an entity born from the unification of Dr. Chiba and her alter-ego Paprika, ending his threat.
