He establishes operations at sites like Mount Fuji, harnessing volcanic energy to create robots such as the Magma Men. He constructs large-scale machines themed around local elements, including Samurai Man—formed from multiple smaller robots into a giant warrior featuring a ferris wheel cockpit—and the Typhoon Robot, engineered to generate destructive weather patterns.

Wily's tactics involve manipulating and reprogramming robots, repurposing Dr. Light's Robot Masters for his army. For instance, Samurai Man is destroyed when a Charge Kick-propelled soccer ball shatters its core, forcing Wily to flee disguised as a ninja.
