His actions are motivated primarily by ego and a desire to prove his scientific superiority over Dr. Light, not ambition for power.
Escaping into real-world Japan, Wily exploits the cultural and geographical landscape to advance his schemes. He establishes operations at sites like Mount Fuji, harnessing volcanic energy to create robots such as the Magma Men. He constructs large-scale machines themed around local elements, including Samurai Man—formed from multiple smaller robots into a giant warrior featuring a ferris wheel cockpit—and the Typhoon Robot, engineered to generate destructive weather patterns.
Wily's tactics involve manipulating and reprogramming robots, repurposing Dr. Light's Robot Masters for his army. During confrontations, he displays cowardice, frequently employing deception or theatrical escapes—like smoke bombs and disguises—to evade capture after defeats. For instance, Samurai Man is destroyed when a Charge Kick-propelled soccer ball shatters its core, forcing Wily to flee disguised as a ninja.
