Cobalt Blue, the sheriff celebrated as the world's finest detective, investigates repeated water thefts plaguing the Silver Company. His search leads him to Pink's residence, where a defiantly flourishing palm tree stands out amid the severe drought, though he misses the connection to the crimes. He later uncovers Pink's secret identity as the bandit and confronts her during her raid on the Silver Company headquarters. There, he intervenes to save her life from a company assassin.

Pink reveals her mission to free the imprisoned rain god, Gorosuke Kaminari. Following her, Cobalt Blue discovers Kaminari captive in the company's basement, exposing the Silver Company's scheme to manufacture the drought by trapping the deity and monopolizing water. He allies with Pink to liberate Kaminari. The freed rain god unleashes torrential rain to end the drought, unintentionally causing a flood. Cobalt Blue and Pink navigate the submerged aftermath using an upturned umbrella as a makeshift boat.
