Following the Spetsnaz attack in West Germany and the full-scale Warsaw Pact invasion, McCoy witnesses President Gibson's refusal of SACEUR's nuclear first-strike proposal. Later, after Soviet ICBMs launch from a submarine targeting American cities, McCoy stands with the President when the order for retaliatory nuclear strikes against Soviet targets is given. These events culminate in devastating attacks on Washington D.C., New York, Chicago, and Miami.
