This strategy aims to sway public opinion, secure electoral wins for the organization’s politicians, and legitimize control over Japan’s government.

His methods extend to coercing independent television stations into airing organization-produced content, like a kick-wrestling program. He lures station owners to a training camp near the site of Wild 7 member Otto’s prior attack, deploying foreign thugs to intimidate them into compliance. Otto suffers injuries after accidentally witnessing one such operation.

Kuromatsu answers to a superior codenamed "the Shadow," a high-ranking government official, and commands the Motorcycle Knights—an armored unit tasked with eliminating threats. These knights critically injure Otto in an ambush and later assault Wild 7 during Kuromatsu’s interrogation at an abandoned construction site. Captured by Wild 7, Kuromatsu divulges parts of the organization’s plans before the knights intervene, enabling his escape.

He maintains covert contact with corrupt police figures, including undisclosed meetings with Police Supervisor Katsu Kusanami, founder of Wild 7. Wild 7 member Backfire observes these meetings, fueling unit-wide suspicion about Kusanami’s loyalties.
