Description
Kyogoku Tei functions as the primary antagonist and superior entity directing the Ongyou trio, assigning them targets for judgment. Initially identifying writer Momosuke Yamaoka as a threat to their secrecy, he ordered his elimination but later reconsidered upon seeing potential value in the writer's work. To mask his true nature and objectives, he adopted the alias of feudal lord Danjo Kitabayashi. Under this false identity, he orchestrated numerous inhuman acts—including massacres and the manipulation of prisoners into violent sadists—as part of a larger scheme to plunge the world into darkness. This plan focused on reconstructing and activating the Flame Lance, a magitek superweapon cannon powered by human atrocities and ritualistic murders depicted in pornographic atrocity prints.

Kyogoku Tei deployed several subordinates: two hermit messengers, capable of shapeshifting into young girls, delivered his orders and manipulated the Ongyou. He also enlisted Tatsuta, a murderer who assumed her victim’s identity and carried a reputation as the rumored Hi-No-Enma. Unaware of his full ambitions, she facilitated atrocities like the Seven Man Point massacre and coerced prisoners into reenacting violent scenarios required to fuel the Flame Lance.

His methods involved exploiting the inner darkness of individuals he targeted or manipulated, channeling their collective malice to empower his weapon. Ultimately, his reign collapsed when the Ongyou confronted him. During the conflict, he was consumed by the accumulated darkness of those he had exploited and killed, resulting in his destruction. Tatsuta and the hermits perished in the inferno ignited by the confrontation.
