Description
Bishop Won Dai is the spiritual leader of Eden and director of the E=X Bureau, governing the city's information network, the System. Rumors persist among Eden's residents that he is a centuries-old survivor from the original Megazone 23, a claim initially dismissed as impossible by figures like Drakeman. Publicly, Won Dai preaches that humanity must atone for past sins by living under the System's guidance until Earth is restored, promising eventual "liberation."
He rarely makes public appearances, delivering his first speech in seven years to address Eden's social instability and reaffirm the System's authority. Behind the scenes, he commands Project Heaven – a plan to launch Eden into space, justified as the System's judgment that humans are unworthy of coexisting with nature and necessary to "preserve" Earth. This plan requires imposing martial law, deploying militarized Garland units, and crushing dissent from groups like Orange Amusements.
His true identity surfaces during the confrontation with Eiji Takanaka and the awakened Eve. Presented with a data disk recovered from Shogo Yahagi's 500-year-old Prototype Garland, Won Dai recognizes it, revealing his memories are linked to Shogo. As he dies, disconnected from the System, he admits to being manipulated by it for centuries and implies he is Shogo Yahagi. He laments centuries of existence and misplaced trust in the System. His final words express regret over his twisted ideals, a stark departure from Shogo's original character.
