B.D. is a high-ranking military officer who first emerges as a secondary antagonist in Part I before seizing power to become the de facto military dictator governing Tokyo in Part II. His background includes involvement in covert weapons development programs concealed from Bahamut, the supercomputer controlling Megazone 23's simulated reality. After Shogo Yahagi spares him during a confrontation, B.D. discloses critical truths about their world: Tokyo is a simulation within a massive spaceship, and humanity is locked in a prolonged war against the Dezalg, advanced humans from a rival Megazone vessel.

Leveraging this knowledge, B.D. orchestrates a coup, eliminating military brass and manipulating the Prime Minister. He secures financial backing from wealthy elites like Eigen Yumekano to fund the military. By Part II, he consolidates authority as commander-in-chief, directing all defenses against the Dezalg invasion. His tactics involve deploying new battleships such as the Airgrain FX-101 and using Eve—the AI controlling Bahamut—as bait to lure Shogo, whom he frames for murder to maintain control.
