Description
Emperor Corsair rules the Galveston Empire with absolute authority, though Supreme Commander Caponero handles most operational control. His distinct Galvestonian features include blue skin, red eyes, and navy hair and beard showing his advanced age. He wears signature purple robes with a yellow left shoulder pad, a yellow right shoulder belt, and a red cloak.

Corsair governs as a ruthless, paranoid despot. His boundless ambition drives him to seek new planets for colonization despite the empire holding multiple worlds, targeting Earth under the pretext of needing a new habitat. This ambition manifests harshly; he demoted and imprisoned Commander Socrat Telesu merely for attempting peace with Earth. Deep distrust fuels paranoia, making him aggressively punish perceived disloyalty even among the faithful.

Underlying his tyranny is profound cowardice. Facing mounting military defeats and a Galveston populace rebellion, he panicked and attempted to flee, abandoning loyalists. During this escape, he confronted Telesu and rebellion leader Sirk. His demise came from a stray shot fired by one of his own fallen commanders, marking an ironic end. Despite his cruelty, he occasionally displayed moments of affability, like listening to differing opinions.

The Galveston Empire's expansionist campaign stems from an environmental crisis: their home planet faces collapse due to depleted resources and a disintegrating Van Allen radiation belt. While colonization is framed as survival, Corsair's refusal of Captain Dick Asimov's diplomatic overtures for peaceful coexistence with Earth intensified the conflict. His name, derived from the French "corsaire" (pirate/privateer), reflects the empire's predatory nature.

As the Rugger Team and Dairugger liberated occupied worlds, pushing into Galveston territory, Corsair's forces suffered repeated defeats. Caponero advised evacuation, but Corsair refused to abandon his planet. After Caponero died in battle, Corsair stood isolated. The rebellion led by Sirk and the disgraced Telesu culminated in his fatal encounter during the empire's final collapse.
