Chou of Benten began as a human fused with a dog during an unexplained UFO incident, resulting in a hybrid existence. He affiliated with a mysterious organization, known as the Public Welfare Board or SP/PS, which exploited his abilities to track other merged beings like Mikami Inaba and Mimika for capture or elimination.

Physically, Chou manifests as a dog-human hybrid. His human form retains distinctive features, notably a compact mustache resembling triangular whiskers. When shifting to his dog form, he develops full facial fur, an elongated snout with a canine nose, floppy ears, and a tail, while keeping the mustache-like markings. A key characteristic is his hachimaki headband, dynamically changing its displayed message to reflect his situation or emotional state through 29 distinct phrases ranging from "one fixed pattern" to "it's a good time to leave."

Operating under the direction of the organization's shadowy leaders, Chou initially showed unwavering mission loyalty. His relationship with superiors involved consistent mistreatment and disrespect; his obedient efforts to please them met with disdain and criticism. Witnessing the organization's extreme ruthlessness, including unethical experiments on merged beings and orders for their eradication, fueled his gradual disillusionment.

A significant shift occurred when Chou observed the organization betraying its own operatives and deploying brutal tactics like enhanced assassin Dekao. This prompted a Heel–Face Turn. He assisted protagonists Haru and Miku during a critical shopping mall confrontation, enabling their escape. Following this, Chou did not join the protagonists but became a fugitive alongside fellow merged being Nekoi Koshka. His ultimate fate remains unresolved, last depicted evading capture without allies or sanctuary.
