Lady Carn is a millionaire tycoon who founds an academy to train young psychics, known as ESPers. Secretly, she plots to raise a psychic army to overthrow non-ESPer planetary governments and establish a new galactic order under her rule. Her activities draw the attention of Earth Federation intelligence agencies aiming to stop her.

A key element of her strategy involves manipulating Jessica Orin, one of her most gifted students. Lady Carn psychically implants false memories in Jessica, making her believe Locke murdered her parents. This conditioning ensures Jessica will confront and eliminate Locke upon meeting him. Jessica is then placed as an amnesiac in a Federation hospital to infiltrate their operations and gain proximity to Colonel Ryū Yamaki, Locke's primary Federation contact. However, Lady Carn's plan is complicated when Jessica and Yamaki develop genuine romantic feelings.

The climax unfolds aboard Lady Carn's massive spherical base housing her inner circle. As external threats endanger the structure and conflict with Locke intensifies, the opposing factions form an uneasy temporary alliance. They must combine their psychic abilities to avert mutual destruction.
