In the animated series, he unleashes chaos by ambushing civilians and seizing Keiko, whom he strips and binds to a fighter jet for psychological torment. Armed with a rocket launcher and FIM-92A Stinger missile, he confronts the protagonist, only to be incinerated in a fiery counterattack that triggers his explosive death.

The manga mirrors his vicious persona: during Hell’s Wind’s assault on Hope Town, he rams motorcycles into structures, batters civilians, and humiliates captives—dousing one in alcohol and hoisting her upside down. Later, he joins in whipping a bound victim and scorching them with flames. His reign culminates when the protagonist breaks his neck in a decisive clash.
