Tahei Shibaki is the political leader and mayor of Section A, a faction ruling part of an underground mall complex after the devastating Kanto Hellquake. He directs Section A's tunneling efforts towards the surface. Following the disaster, Shibaki participated in widespread atrocities against women trapped below, including drug-facilitated rapes that caused deaths and suicides. These acts directly triggered the surviving women's secession to form the independent Section C for safety.

When Section A's tunneling unearths the giant Violence Jack, Shibaki tries to recruit him as an enforcer against the rival Section B gang. He hosts Jack, offering scarce resources like ham and beer to secure his loyalty. During a faction meeting, Shibaki presents a revised history of Section A, deliberately omitting their sexual violence against Section C. Section C members publicly expose this deception by recounting the rapes, causing Jack to abandon Section A.

Amid escalating conflict with Section B, Shibaki is betrayed by his subordinate Kawamori. Kawamori shoots Shibaki to facilitate Section B's takeover. Shibaki dies during the subsequent massacre of Section A members.
