Inspector Kurayami, designated "Dark Director," is a high-ranking police official overseeing the covert Sukeban Deka program. He recruits delinquent schoolgirls as undercover agents to investigate criminal activities within Japanese high schools. His recruitment leverages personal circumstances to ensure compliance: for the first agent, Saki Asamiya, Kurayami arranged her juvenile detention release by offering a suspended execution for her incarcerated mother, who faced death row for murdering Saki’s father. This established a recurring pattern of familial leverage.

Operating under the Naikaku Johoshitsu (Inner Cabinet Intelligence Division), Kurayami assigns the codename "Saki Asamiya" to all subsequent agents, reinforcing his authority over the program’s legacy. After the original agent’s retirement, he recruited Yoko Godai, a delinquent forced to wear an iron mask since childhood, renaming her "Saki Asamiya" to continue the tradition.

In the OVA adaptation, Kurayami maintains his role as program director with unchanged operational tactics. The character exhibits no significant personal backstory or development, functioning solely as an institutional figure representing the program’s bureaucratic framework.
