Despite openly criticizing Sleepy, Allen operates far from strictly by-the-book. He embodies a pragmatic, morally ambiguous leadership style, knowingly tolerating illicit activities like drugs hidden by predecessors within his own office. He deliberately overlooks corrupt officers or assassins if their actions might remove Sleepy as a persistent problem, prioritizing expedient solutions over rigid protocol.

This pragmatism drives Allen into a high-stakes wager with Sleepy. The terms hinge on Daizaburo "Eddie" Ban's testimony regarding a questionable shooting by a dirty cop: if Daizaburo testifies it was self-defense, Sleepy leaves the force permanently; if Daizaburo refuses, Sleepy regains his firearm, his partnership with Daizaburo and Perrine Valley, and unrestricted access to the precinct helicopter.
