Papacharino Nanadan is a high-ranking, arrogant, and ambitious nobleman within the galactic empire. He ruthlessly pursues Keyne Aqua, forcing her spacecraft to crash. His ultimate goal is seizing galactic control, leading him to orchestrate an assassination attempt on the Emperor. Believing the Emperor dead, he schemes to legitimize his claim to the throne by marrying Princess Lashara Moon, though his plans are consistently thwarted by Photon Earth, Keyne Aqua, and Aun Freya.

He maintains a harem of multiple wives, viewing women as trophies to expand his influence. His courtship presents a facade of cultured gentlemanliness, later revealing a chauvinistic attitude where women become servants upon joining his harem. Princess Lashara and Pochi #1 initially idolize him but suffer disillusionment upon discovering his manipulative nature and existing marriages. He harbors a specific obsession with Keyne Aqua, coveting her latent powers which he believes surpass Brain Crystals and could enable his conquests.

His leadership is marked by cruelty, particularly toward his dwarf-like Pochi servants. He delegates menial tasks like cleaning and reconnaissance to them, responding to perceived failures or annoyances with indiscriminate physical abuse, such as kicking. Pochi #1 receives especially harsh treatment, deemed worthless by Papacharino.

In the climax, he captures Keyne and activates the Aho Furnace aboard a colossal salvaged ocean robot, intending to transform into a deity using her as a catalyst. The transformation fails due to the word "idiot" inscribed on Keyne’s forehead, forcing his retreat. This failure culminates in his defeat after Photon causes the robot to crash into the sea.

A distant connection exists to the *Tenchi Muyo!* universe through the surname "Nanadan," shared by Flora Nanadan, a queen in *War on Geminar*, and her daughter Maria. Given *Photon* is set thousands of years earlier on the same planet (later called Geminar), a familial link is plausible though unconfirmed.
