Charlie Milan is a CIA operative embroiled in the conflict surrounding Lamia, a pop singer whose vampire lineage makes her blood vital to vampire survival. Known within intelligence circles by the alias "Bloody Charlie," his nickname reflects a reputation for violent methods. His core mission is capturing Lamia, driven by the conviction that her blood holds solutions to significant, though unspecified, problems. To achieve this, he manipulates other players in the conflict, including protagonist Kuki Kosaburo—originally recruited by French intelligence—aiming to position Kuki to deliver Lamia directly into his hands.

Charlie confronts Kuki directly after Kuki uncovers the truth behind the conflict, forcing Kuki to reassess his loyalties and alliances within the escalating war between human agencies and vampires.
