Georges Lazare operates as an agent for the French Secret Service. He launches an investigation into an attack on a NASA base in Arizona and the subsequent death of a CIA agent in Paris, convinced the incidents are linked. To advance this investigation, he deploys coercion against the international terrorist and mercenary Kousaburo Kuki. Lazare blackmails Kuki by framing him for a brutal murder, forcing Kuki's cooperation to uncover the truth behind the events. His methods include physical violence and intimidation, such as ordering subordinates to assault Kuki and a sex worker associate. Lazare subjects Kuki to electric shock torture to ensure compliance, demonstrating a ruthlessly pragmatic approach to achieving his objectives.

Physically, Lazare is balding and overweight. His personality is cynical and manipulative; he openly admits to orchestrating the murder of a sex worker to manipulate Kuki. He displays a disregard for ethical boundaries in pursuit of intelligence, viewing individuals as expendable assets within his operations. His demeanor reflects a French bureaucratic stereotype, marked by condescension and a readiness to employ extreme measures against perceived obstacles.

As the investigation progresses, Lazare's role diminishes. He is ultimately killed in a violent confrontation. Amid chaotic crossfire involving multiple factions, including CIA operatives and vampire cultists, Lazare attempts to betray Kuki. He is shot multiple times and dies from his injuries. His death occurs before the central mystery involving the vampires and the alien threat is fully resolved.
