Description
Masumi Hirakawa, operating under the codename Kuwata, served as an investigator in Japan's Special Security Force. His lean build and square glasses presented a deceptively unassuming appearance, belied by his significant operational skills. Kuwata rose to become one of the agency's top investigators, frequently acting as second-in-command under Chief Taki's direct authority.

He demonstrated proficiency as both a crack marksman and a skilled computer expert, approaching all situations with cool, disciplined professionalism.

Kuwata spearheaded an initiative to form a strategic alliance between the Special Security Force and a group of psychic vigilantes called the Hunters. He believed cooperation was viable due to their shared goal of combating terrorism and upholding justice against escalating government corruption. This effort arose from his recognition that both forces were being manipulated by Governor Maisaka's conspiracy.

His attempt to forge this alliance directly caused his demise. During a meeting between the SSF and the Hunters, the lead Hunter, Lucifer—mentally conditioned by Maisaka to view the SSF as corrupt—rejected the proposal. Despite pleas from fellow Hunters Asura and Freya to spare him, Lucifer psychically assaulted Kuwata. She forcibly extracted his memories through telepathic rape to obtain intelligence, then killed him by telekinetically causing his body to explode. Only his head remained intact, which Lucifer callously flung aside.

Kuwata's death served as specific retribution for allowing the Red May leader, Tachihara, to leave SSF custody, an action exposing deeper treachery within the government hierarchy. Symbolic analysis interprets his character as representing strategic isolation and focused insight, aligning with the Hermit archetype.
