Description
Lieutenant General Mouro commands government forces relentlessly pursuing the legendary floating castle, Laputa. As the direct superior to Colonel Muska, he oversees all military operations targeting the fortress. Despite his high rank, Mouro deeply resents Muska's sway over the Laputa project, frequently clashing with him over strategy and methods. An abrasive, aggressive, and domineering officer, Mouro demands absolute control. He views Muska's actions with suspicion, especially regarding the captured Sheeta, insisting on forceful interrogation instead of Muska's manipulative tactics.

Mouro possesses a stocky frame, a bald head, a thick grey mustache, heavy dark eyebrows, and a perpetually stern expression. He is invariably clad in his formal military uniform, featuring two medals pinned to his chest.

His involvement commences at a military base conference directing efforts to capture Sheeta and seize her crystal necklace. Following Sheeta and Pazu's apprehension, Mouro vehemently advocates interrogating Sheeta to force her to reveal Laputa's location, directly countering Muska's preference for patience. When Sheeta accidentally reactivates the Laputan robot, causing catastrophic destruction to the fortress and enabling her escape with Pazu, Mouro is dismayed. He persists with the mission after Muska recovers Sheeta's crystal, which provides directional guidance to Laputa.

Mouro commands the colossal military airship Goliath in the pursuit of Laputa and the Dola Gang. He orders assaults on Dola's airship and later joins the plundering of Laputa's treasures upon arrival. He mocks the captured Dola and her pirates, hinting at their planned execution. His distrust of Muska erupts when he discovers Muska sabotaged the army's communications and infiltrated Laputa's core. Declaring Muska a traitor, Mouro leads soldiers to apprehend him, blasting through the castle's interior with explosives.

Confronting Muska within Laputa's central chamber, Mouro witnesses him demonstrate the castle's devastating weaponry and declare himself its ruler. Recognizing Muska's intent for world domination, Mouro attempts to shoot him, only to find he fires at a projection. Muska dismisses the army's usefulness and ignores Sheeta's pleas, activating a mechanism that opens the floor beneath Mouro and his soldiers, sending them plummeting to their deaths.
