He wields significant influence in governmental and economic spheres, driven by the goal of transforming Tokyo into a modern, prosperous capital. Recognizing the threat supernatural forces pose to the city, he actively seeks counsel from spiritual experts, specifically commissioning onmyoji Yasumasa Hirai of the Tsuchimikado clan for guidance on safeguarding Tokyo spiritually and countering antagonist Yasunori Kato's destructive plans.
Following the devastation of the 1923 Great Kantō earthquake, Shibusawa oversees Tokyo's reconstruction. He champions ambitious infrastructure projects, including Japan's first subway system. To achieve this, he appoints physicist Torahiko Terada to manage subway construction and later enlists feng shui master Shigemaru Kuroda to investigate and mitigate further supernatural disturbances endangering the rebuilding process.
