Mitsuru Minowa is a journalist investigating the enigmatic alien vessel called the Bell, aided by his photographer colleague. Witnessing the Magic Club's failed confrontation with the Bell reveals their authentic magical powers to Minowa, placing him among the rare outsiders aware of this secret. He allies with the club, united in their goal to oppose the Bell's presence on Earth. Initially embodying an "Agent Scully" archetype of skepticism, Minowa's repeated encounters with the supernatural steadily erode his disbelief in magic.

His primary function involves gathering intelligence and supporting the club's activities, though he and his colleague contribute minimally to uncovering vital information about the Bell. This limitation forces them to depend on club member Akane Aikawa's magical abilities to achieve a psychic connection with the alien craft. Minowa's professional association with Akane features mild, unresolved romantic undertones, presented as "ship tease" within the OVA narrative.

Following the OVA storyline, Minowa and his colleague vanish from all subsequent adaptations, including the television series and manga versions. Their absence lacks any narrative explanation, and no further character development, backstory, or appearances in other official media exist.
