Description
Hachiroh Tohbe serves as a senior instructor at the Kerberos Academy Training School, shaping members of the Special Armed Garrison, including former trainees Kazuki Fuse and Atsushi Henmi. Simultaneously, he leads "Jin-Roh" (Wolf Brigade), a deep-cover counterintelligence unit operating within Kerberos to eliminate internal threats like the Public Security Division and protect the organization's interests.

After Fuse's hesitation leads to a young terrorist courier's suicide and Kerberos's reputational damage, Tohbe oversees Fuse's retraining. He later resurfaces in the sewers of the initial confrontation, arming Fuse with an MG 42 and Protect Gear. Tohbe and Jin-Roh reveal their foreknowledge of Kei Amemiya's role in a Public Security plot, intending to use her as evidence against their rivals. Following Fuse's elimination of the Public Security agents, Tohbe and Jin-Roh reappear with Kei in a junkyard. There, Tohbe orders Fuse to execute Kei, preventing her recapture and silencing the conspiracy permanently.

Observing Fuse's compliance, Tohbe contextualizes Kei's fate through the "Little Red Riding Hood" folktale, comparing her end to its tragic conclusion and framing Fuse's transformation as the wolf's triumph. He articulates Jin-Roh's core philosophy: "We're not men disguised as mere dogs, we are wolves disguised as men," emphasizing the unit's predatory nature concealed beneath human facades.
