Description
Seichiro Hikawa is a Japanese scientist specializing in genetic engineering and eugenics. After disappearing from public view for an extended period, he collaborates with the alien terrorist Christella Revi. Their partnership focuses on creating mutated superhumans with psychic abilities through unethical human experimentation. Hikawa exhibits extreme unscrupulousness, disregarding human life and viewing his own species as expendable. He allies with Revi only due to temporarily aligned objectives, maintaining no genuine respect for extraterrestrials and treating the collaboration as purely transactional.

In the OVA continuity, Hikawa is revealed as a former World War II war criminal who conducted horrific biological experiments for Imperial Japan. Following Japan's defeat, he vanishes until Revi recruits him. Using her resources, he devises a plan to forcibly evolve humanity by contaminating Japan's water supply with a mutagenic serum, intending to create psychically empowered meta-humans under his control. Confronted with evidence that his formula would kill the entire population instead of mutating them, he spitefully releases the serum into Tokyo's sewer system, causing catastrophic consequences.

The rebooted manga continuity reimagines Hikawa's role. Initially presented as Shogo Hikawa, he claims to be Seichiro's grandson; this identity is later exposed as a ruse, with Shogo being Seichiro himself, his youth restored through Revi's technology. Operating under this alias, he infiltrates a multinational conspiracy funding super-soldier research. He exploits this position to pursue restoring Imperial Japan and achieving global domination. His methods include abducting and slaughtering civilians, including children and families, subjecting them to agonizing experiments for amusement. He displays extreme narcissism, delusions of grandeur, and sadistic cruelty that alienates allies. His actions generate widespread suffering without lasting success, leading to defeat.

Across all iterations, Hikawa exhibits ruthless ambition, absence of empathy, willingness to inflict mass casualties, and exploitation of alien technology for destructive human experimentation. His partnership with Revi remains opportunistic, devoid of loyalty or shared ideology. No narratives depict redemption or positive development; he consistently functions as an amoral antagonist focused on destructive goals.
