Chuu Hachikawa served as an Associate Special Class Investigator for the Commission of Counter Ghoul (CCG), commanding Squad 3 during significant operations like the Owl Suppression Operation. He had spiky grey hair, wore round glasses, and bore a permanent lower facial disfigurement—a lasting injury from a ghoul gang attack a decade prior.
Before his disfigurement, Hachikawa prioritized civilian safety. However, the massacre of his entire squad by the Black Dobers ghoul gang fundamentally changed him. As the sole survivor, he developed an intense hatred for ghouls and a personal vendetta against the gang's leader, Kaya Irimi ("Black Dog"). This trauma led him to disregard ethical protocols, notably endangering a civilian to target Irimi during the Owl Suppression Operation—an action criticized by colleagues such as Hirako.
Hachikawa wielded the quinque "Kajiri," a gauntlet firing crystalline projectiles. During the Owl Suppression Operation, he incapacitated Irimi but Kaneki intervened and destroyed Kajiri. The quinque was rebuilt, only to be destroyed again by Seidou Takizawa on Rushima.
Speculation surrounds a deeper past connection between Hachikawa and Irimi. Evidence includes Irimi recognizing his presence after a decade by a distinct bodily sound and using the affectionate nickname "Hachi." Her abrupt shift toward human coexistence years earlier fuels theories of a prior romantic relationship. If true, Hachikawa may have discovered her ghoul identity and betrayed her to the CCG, triggering the operation that killed his squad. A narrative symbol ("X") on Irimi’s abdomen in manga artwork further hints at a possible hybrid pregnancy; theories suggest Hachikawa killed their child due to anti-ghoul prejudice, explaining Irimi’s cryptic remark about meeting him "in hell."
As squad leader, Hachikawa maintained strained professional relationships. He showed guarded concern for his deputy, Ayumu Hogi, warning her during ambushes. Conversely, he openly disparaged subordinate Tooru Mutsuki, dismissing his abilities and expressing frustration during the Rushima mission.
Hachikawa died during the Rushima Landing Operation. After his squad located an Aogiri Tree base, Takizawa and the ghoul Shikorae intercepted them. Shikorae bit off Hachikawa’s nose. Following Kajiri's destruction by Takizawa, Shikorae impaled Hachikawa from behind. His body was then consumed by the attackers. Ayumu Hogi deeply mourned his death, indicating a significant, complex bond.
