Detective Wataru Takagi is a police sergeant and detective in the Tokyo Metropolitan Police Department's Criminal Investigation First Division. He possesses a strong sense of justice and deep dedication to his profession, frequently displaying a self-sacrificing nature in the line of duty. Though initially appearing somewhat self-conscious, he demonstrates reliability and perceptiveness during investigations. He often collaborates with colleagues like Detective Miwako Sato and Detective Kazunobu Chiba.

In the OVA "Meitantei Conan: Excalibur no Kiseki," Takagi responds to a report of suspicious activity at Beika Park's baseball field, linked to an ongoing jewel robbery investigation in Beika where a shopkeeper was attacked and jewels stolen. Witnesses reported two individuals burying a baseball bat, leading Takagi and Chiba to examine it as a potential weapon. Upon locating the bat embedded in the ground, Takagi oversees the preliminary site examination. His investigation intersects with Conan Edogawa, who reveals the bat was planted as part of a scheme to boost the confidence of Minae, a young baseball player struggling with self-doubt. The plan, orchestrated by Professor Agasa and the team's coach, drew inspiration from the legend of King Arthur and Excalibur. Accepting this explanation, Takagi shifts focus back to the robbery, considering alternative lines of inquiry including possible insurance fraud, though this remains speculative. Throughout, he maintains a professional demeanor and coordinates closely with Chiba.

Takagi is recognized as one of the officers most receptive to insights from Conan during investigations, frequently relying on the young detective's observations and deductions at crime scenes, sometimes allowing Conan to guide investigative steps. Despite facing numerous life-threatening situations—including being handcuffed in burning buildings, trapped with countdown bombs, taken hostage, and shot—he remains steadfast in pursuing justice. These experiences briefly resulted in PTSD, yet did not diminish his commitment to duty.

Outside police work, his interests include following international wrestling and playing the maracas. He is also noted for his polite demeanor, particularly towards senior colleagues.
