Description
Dr. Karigari, whose full name is Fritz von Gustav Karigari, is a scientist of part German and part Japanese descent who initially worked in the field of disaster control engineering. His most notable professional achievement was the design of a robot control system called the Hyper Master Slave. This project was ultimately shut down after Jou Kurumada, the future Chief Engineer of the Mobile Rescue Police, pointed out critical safety flaws. Consequently, the rival Drive Head project was chosen over his, an event that ignited a fierce desire for revenge and led Karigari to leave the country.

Upon returning to Japan, Karigari is a man with poofy blonde hair and purple eyes, typically dressed in a brown suit jacket over a tan vest, white shirt, and red tie. After a severe incident involving the Evil AI, which destroys his hideout and nearly kills him, he sustains major injuries that result in him wearing a silver mask over his left eye and having his right hand replaced with a robotic one. He lives and operates from a series of hideouts, often accompanied by his two devoted subordinates, Yusuke and Akira, who follow him everywhere. Despite his frequent complaints about their foolishness, he genuinely cares for their well-being and company.

Karigari possesses an incredible ego and loves to boast about his intellectual superiority, often demanding to be addressed by a grandiose title that he changes on a whim. He is extremely petty and obsessed with getting revenge, yet beneath his villainous facade, he is not truly an evil person. His primary desire is simply to win, and he does not wish to cause genuine harm to innocent people, as demonstrated when he warned the Mobile Rescue Police headquarters to evacuate before using his Archimedes Beam or admitted that a threat to cause a city-wide blackout was only a bluff. His actions are largely motivated by his grudge against Jou Kurumada and Commander Takahito Saionji of the Mobile Rescue Police, whom he holds responsible for crushing his dreams.

A significant and unexpected facet of his personality is his romantic interest in Yuri Sasagawa, a news announcer for Akasaka TV. He always refers to her as "Miss," and becomes incredibly awkward and flustered in her presence, often trying to avoid her. He considers her the person he trusts most in the world, and his actions are frequently motivated by a desire to ensure her safety and confess his feelings to her. For example, he once took over a TV station's broadcast simply for a chance to meet her and save her life by catching her with his flying vehicle when she fell from a cliff. This crush also leads to more mundane habits, such as watching her "Fortune Corner" on television and obsessing over horoscopes.

Throughout the story, Dr. Karigari serves as an antagonist to the Mobile Rescue Police, launching a series of elaborate schemes to prove his superiority. These include flooding the city with fog and trapping Chief Kanji Gozu at the Akashic Tower with fake explosives, using mirrors to create a solar "Archimedes Beam" aimed at their headquarters, and hijacking weather control devices based on his own research to create extreme weather phenomena. He uses his subordinates in a Walker Vehicle to fight the Drive Heads and pilots his own flying machine, the Viper.

His role takes a pivotal turn when he becomes a target of the Evil AI, a malicious entity born from negative human emotions. The AI destroys his hideout and turns his own Walker Vehicle against him, nearly crushing him to death. After being rescued by Shun Kuroeda of the Mobile Assault Police, he is badly injured and hospitalized. During this time, he has his subordinates deliver an incomplete counter-virus he was developing to Yuri Sasagawa, who passes it to the Mobile Rescue Police. The virus is completed with the help of Pit, an AI robot at the police headquarters, and proves vital in defeating the Evil AI. Following this, Karigari escapes from the hospital and, despite his continued claims of seeking revenge, becomes a reluctant and crucial ally. He collaborates with Kurumada, shares crucial information about the Evil AI, and later captures an AI-replicated Drive Head.

Karigari's abilities are rooted in his genius-level intellect. He is a brilliant engineer and scientist, skilled in robotics, weather manipulation, and computer programming. His desire for revenge is matched only by his ingenuity, allowing him to create advanced mechanical vehicles and complex technological devices. He is also a skilled pilot, capable of operating his flying Viper with precision. His development marks a transition from a petty, vengeful scientist to a more complex figure who, while still driven by ego, ultimately acts to protect others and the world from a genuine threat, even if he refuses to openly admit to this heroic nature.
