His operations target the ancient Continent Pokémon, Groudon. Across Pokémon Ruby, Omega Ruby, and Emerald, he orchestrates schemes like stealing Devon Goods in Slateport City, taking a meteorite from Professor Cozmo to trigger Mt. Chimney's eruption, and seizing the Blue Orb from Mt. Pyre to control Groudon. In Emerald, he awakens Groudon at Mt. Chimney but loses command, causing widespread chaos.
