He appears as a tall, middle-aged man with black hair, brown eyes, and distinctive wrinkle marks around his mouth. His standard attire includes black penny loafers, brown suit pants, a white shirt with a pink tie, a lighter brown vest, and an investigator-style trench coat, projecting a professional yet slightly disheveled appearance.

Looker debuted in Sinnoh during Team Galactic's activities. He first met the player in Jubilife City, providing the Vs. Recorder and appearing at key investigation points. He infiltrated Team Galactic facilities using disguises, notably posing as a grunt and a rock at Stark Mountain. His efforts culminated in arresting Charon after Cyrus's defeat, relying on his Croagunk partner. He reappeared in Unova post-Elite Four, recruiting the player to locate Team Plasma's Seven Sages while initially disguising himself as the player's mother.
