Moheiji Tatsumi is a second-year student at Takafuji Private Academy serving as head of the general affairs department within the student council and holding the position of vice president. He is also a candidate in the student council president election. A distinctive characteristic is that he consistently wears a henohenomoheji mask resembling a traditional Japanese radish ghost face. His general affairs department exhibits anomalies that attract investigation by the school's newspaper club. As part of political maneuvering to advance his position in the election, he engineers a plot aimed at forcing the resignation of the incumbent student council president.
