Masae Toudou, also spelled Todo, is a prominent underworld crime lord nicknamed "Bearslayer." To compel Lupin III into stealing the aquamarine gem known as the Mermaid's Scale from a secret auction, she stages Fujiko Mine's capture, presenting her as a hostage; Fujiko's cooperation is later revealed as part of a deception. Toudou attends the auction with her young aide, Misa. After Lupin secures the gem, Toudou confronts the gem's original owner, Himuro, and his assassin, Kageura, deducing the auctioned jewel was a trap. She then uses Misa as a human shield against Kageura, but his sword fatally strikes both. Toudou's background includes connections to a children's home where Misa resided; Misa entered Toudou's service to repay the institution's debts, placing her under Toudou's control and establishing Toudou's exploitation of vulnerable individuals for her criminal enterprises.
