Kurato Touma is an author thrust into a political and ideological storm when his novel "Nuclear Peril," bearing similarities to a real terrorist attack on the Tsuruga nuclear reactor, ignites conflict. The Japanese government, using expanded powers granted to the Media Betterment Committee (MBC) to censor books and target authors directly, issues a warrant for his arrest. Facing imminent MBC detention, Touma finds protection with the opposing Library Defense Force (LDF). Assigned security detail officers Iku Kasahara and Atsushi Dojo, they intervene during an MBC infiltration attempt at his residence. Concurrently, the LDF files a legal injunction challenging the MBC's expanded authority, making Touma's case pivotal for freedom of expression.

A court verdict bars Touma from writing for five years or until the reactor terrorists are captured, escalating his peril. Kasahara pursues political asylum through foreign embassies to circumvent the ruling. Initial attempts at the Dutch and British embassies fail due to MBC interference. During a subsequent asylum bid targeting Osaka consulates, MBC gunfire seriously injures Dojo's leg. Undeterred, Kasahara continues her relentless efforts to secure asylum for Touma.

Touma's plight underscores themes of artistic responsibility and state overreach, as the government claims his novel inspired terrorism, highlighting tensions between expression and safety. The LDF's defense symbolizes resistance against escalating MBC censorship tactics, including industrial book incineration and media suppression.
