Pukurin leads as Guildmaster of Wigglytuff's Guild, holding a prominent position within the exploration community. His history traces back to his time as an Igglybuff, recognized early as a prodigy explorer. During this period, he discovered and befriended an Armaldo, a B-Rank Outlaw, within Murky Forest. This encounter forged a mentor-student bond. Together, they solved a treasure map puzzle by burning it to uncover hidden layers, guiding them to Eastern Cave where they retrieved a Defend Globe. This artifact stands as a cherished keepsake from their first successful venture, symbolizing their unique partnership. Authorities later apprehended Armaldo, ending their collaboration, though Armaldo gifted the Defend Globe to Igglybuff as a parting memento.

Pukurin displays a carefree and frequently naïve demeanor, marked by an intense fixation on Perfect Apples. This obsession triggers extreme reactions during shortages, including near-tantrums and unleashing his power, though he calms instantly upon receiving the fruit. His childlike enthusiasm coexists with flashes of strategic insight, such as deducing the existence of hidden illusionary walls by observing environmental anomalies.

Despite his seemingly distracted nature, profound loyalty to his guild members and exploration ideals defines him. He insists all members join expeditions for collective enjoyment and readily accepts his team's critical accounts, such as those concerning Dusknoir and Grovyle. His combat prowess is considerable, demonstrated when he effortlessly defeated Team Skull while ignoring their noxious gas attacks and physical assaults.

His leadership involves deep trust in his assistants, particularly Chatot. He entrusts Chatot with leading perilous expeditions to locations like Brine Cave, acknowledging past sacrifices where Chatot shielded him from outlaw Pokémon ambushes. Pukurin maintains confidential promises, such as withholding knowledge of Fogbound Lake's Time Gear from outsiders and discussing undisclosed agreements with Lapras regarding unresolved commitments.

His past includes temporary membership in Team Charm, secured after aiding their navigation of Southern Jungle and exposing a Ditto's deception at Boulder Quarry. The team recruited him by leveraging his fondness for Perfect Apples.
