Description
Arbitro commands the narcotics syndicate Vischio while presiding over Toshima's lethal Igura battle arena. He adopts a theatrical and pretentious persona, marked by flamboyant mannerisms and gaudy attire: a signature white mask adorned with red details, a purple feather boa, a white suit, and blonde hair, standing 181 cm tall.

Born into affluence, childhood trauma permanently warped Arbitro after witnessing his parents kidnap, assault, and sexually abuse young boys. This early exposure forged his later sadistic fetishes and absence of morality. He subsequently joined Project Nicole at ENED as a researcher, where he tortured and surgically altered young male subjects into living "dolls" for his gratification—deeming this process "art." His colleague Motomi exposed these actions, resulting in Arbitro's dismissal and igniting his intense hatred for her. Post-disgrace, he altered his appearance from black-haired and bespectacled to blonde, relocating to Toshima to establish Vischio. The organization profits from distributing the drug Line and operating the Igura game.

Arbitro wields expertise in drug effects and psychological conditioning to manipulate victims. His headquarters, the Palace, exhibits statues and paintings of nude boys, mirroring his obsession. He curates a personal collection of mutilated slaves, crowning Kau—a blindfolded boy whose eyes he removed while enhancing his sense of smell—as his primary "creation." Arbitro regards Kau as both pet and artistic masterpiece, seeking to forcibly pair protagonist Akira with Kau as a "mate" through drugging and torture in one game route. He trades other enslaved individuals as rewards to Igura participants. Despite his cruelty, he displays cowardice when directly threatened by violence or death, abandoning Toshima during civil war to prioritize self-preservation.

Within Igura, Arbitro enforces rules via his Executioners, Gunji and Kiriwar, though they frequently disregard his authority. He manages Line distribution but struggles when higher-concentration variants circulate, undermining his control. Politically, he double-deals with Japan's rival factions (CFC and Nikkouren), leveraging Line for influence. His relationship with reigning Igura champion Shiki is contentious; Shiki openly despises him, while Arbitro resents taking orders yet fears Shiki's power. In Shiki's routes, this culminates in Arbitro's decapitation in bad endings, though his fate remains unresolved in positive outcomes. He exhibits fascination with Akira due to Akira's Line immunity and Project Nicole connection.

Across adaptations, his role remains consistent. The anime depicts him investigating the Meal of Duty massacre, confirming Project Nicole's involvement, and testing Akira's blood. The manga expands his political machinations and tense Shiki interactions, including an incident where Shiki's threats cause him to soil himself. He never removes his mask in any depicted scene.
