His purpose centers on achieving "True Eternity"—an ideological end where human civilization is obliterated to forge eternal peace, enforced through collective fear and the power of Noroi. Worshipped by the faction as the "Lord of Salvation," Noroi consumes human grief and sorrow while bestowing supernatural abilities upon its followers. Mukuroi commands the faction's efforts to resurrect this entity, which narrowly escaped annihilation by the Crescent Moons ninja clan in antiquity and fled to the modern era.
